French Premier Michel Rocard returned to office less than 24 hours after President Francois Mitterrand accepted his resignation and minutes after the National Assembly elected a Socialist to its presidency. Convening for its first session since general elections June 12 left it without a clear majority, the lower house elected former Premier Laurent Fabius, 41. Fabius, named premier by Mitterrand in 1984, defeated conservative Jacques Chaban-Delmas, 73, who held the post in the conservative-dominated assembly, which the president dissolved in May to call elections.
