Lawrence Singleton, convicted of raping and hacking off the forearms of a teen-age victim, may have returned to the San Francisco Bay Area . Singleton, 60, one of the most reviled criminals in the state’s history, reportedly had been living in the Tampa, Fla., area since concluding a one-year parole in Northern California in April. Authorities throughout the Bay Area said they had received no calls from citizens concerning Singleton, who last week listed a new address in Richmond in a letter to court officials. But they predicted a furor much like the one that culminated in a near-riot a year ago if he resurfaces. “It doesn’t matter as to time or place, it’s still there,” said Contra Costa County Assistant Sheriff Warren Rupf of the widespread anger and fear in the highly publicized case. “The emotions associated with this defy description.” As a convicted sex offender, Singleton has 10 days to notify local authorities of his new address.
