Cuba has added 10,000 troops in Angola, heightening military tension even as negotiators reported some progress in U.S.-mediated talks on withdrawal of foreign forces, a State Department official said. A Cuban official confirmed the buildup without disclosing numbers and said it was in response to what he called a “brutal escalation” of South African attacks against Angola. Cuba now has an estimated 50,000 troops in Angola.
