The House approved a bill designed to crack down on telemarketing fraud, which is estimated to cost American consumers at least $1 billion a year. By a voice vote, the House passed the measure, which directs the Federal Trade Commission to draft rules governing sales by telephone and would make it easier to sue telemarketing companies.
