Federal park sites in Washington and Arlington, Va., were approved for three new memorials. The National Capital Memorial Commission voted 7 to 0 to place the Black Revolutionary War Patriots Memorial near the Vietnam Veterans Memorial and to put the Memorial to Women in the Armed Forces outside Arlington National Cemetery.
