Western Bell Communications said it agreed to discuss a merger proposal with a Los Angeles developer it declined to identify. Meanwhile, the company said, it has suspended an offering initiated June 23 for which no sales have yet been made. In what it called an unrelated matter, the Los Angeles-based company said it has been served with a class-action complaint by three shareholders. Nature of the action was not disclosed.
