Nynex Corp. said it had failed to gain court permission to be part of a new global telecommunications network by a Friday deadline, prompting its British partner to look for a replacement. A Nynex spokeswoman confirmed that the company had not gained needed court waiver from restrictions contained in the terms of the 1984 breakup of the Bell System for involvement in the project. The global system, which is being spearheaded by the telecommunications firm Cable & Wireless PLC of Britain, is meant to link major economic centers with a digital communications network.
