Richard R. Powers, a veteran city administrator who has served as the city manager of Garden Grove and now works as Paramount’s community development director, has been named Norwalk’s new city manager.

The City Council emerged from a closed session Thursday morning to announce Powers’ selection. He will assume the $85,000-a-year post July 18, replacing J. Richard Streng, who is retiring after three decades on the city staff.

Powers, 48, an Anaheim resident, was Garden Grove’s city manager from 1972 to 1980. Since 1981 he has worked for the City of Paramount, serving as community development director and deputy director of the city’s Redevelopment Agency. He holds a master’s degree in public administration from Cal State Fullerton, Norwalk officials said.
