San Clemente’s slow-growth initiative, passed June 7, goes into effect Saturday. The measure, modeled after a failed countywide initiative, ties growth in the city to traffic, public services and a 100-year flood plan. After the San Clemente initiative passed, the City Council passed an urgency ordinance to halt the processing of development applications for six months and give city officials time to meet the measure’s provisions.
