The leaders of the Assn. of Southeast Asian nations and their Western trading partners reiterated that the tyrannical Khmer Rouge cannot be allowed to return to power in Cambodia. Secretary of State George P. Shultz, expressing the group’s attitude at the end of a meeting in Bangkok, Thailand, said the Khmer Rouge, blamed for a million deaths in the 1970s, “are simply not acceptable at all.”
