The East baked in heat while rain fell in parts of the drought-stricken Midwest, but officials said it amounted to “nothing more than something to settle the dust.” Wells went dry in parts of Pennsylvania and spigots spewed muddy water. National Weather Service forecaster Dan McCarthy said rain came in half-inch to 3-inch allotments to parts of Iowa, but he offered no hope to farmers nursing their wilted crops. Lansing, Iowa, had the most rainfall with more than 3 3/4 inches. But Des Moines, which got more than 2 inches, remains more than 7 inches below normal for the year, McCarthy said.
