Soldiers shot and killed a 17-year-old Palestinian in a refugee camp Sunday, and Defense Minister Yitzhak Rabin vowed to “meet violence with violence” to crush the uprising in the occupied territories.

A general strike paralyzed the occupied lands for a second day as workers stayed home to mark the start of the eighth month of the uprising, in which more than 200 Arabs and four Israelis have been killed.

In the West Bank refugee camp of Askar, Zubdi Mansour Isragi, 17, was killed with a shot to the thigh, said an official at a Nablus hospital. An Arab reporter said the youth suffered severe blood loss after an artery was hit.

Rabin said the uprising was not just aimed at ending Israel’s 21-year occupation of the West Bank and the Gaza Strip but at “endangering Israel’s future, its security.”

Rabin told about 100 American rabbis in Jerusalem that until a political settlement of the Arab-Israeli conflict is achieved, “the solution is to meet violence with violence.”

“Giving in to violence will create more violence, more terror, and increase the chances of war,” Rabin said.
