High-Tech Firm Plans to Raise $13 Million

SynOptics Communications Inc., a Mountain View, Calif.-based maker of local area network systems for computers, will try to raise up to $13 million in an initial public offering of up to 1 million common shares, according to a filing with the Securities and Exchange Commission.
