Russian Finds No Pact Cheating
A Soviet official said today that inspections in the United States and Europe show a superpower treaty scrapping intermediate-range nuclear missiles is being implemented without cheating.
Vyacheslav S. Lebedev made the remark after he and 19 other Soviet inspectors landed at this U.S. Air Force base to start counting cruise missiles in Britain in accordance with the treaty. They were welcomed by a delegation of American and British officers. Soviet inspectors arrived in the United States Saturday to inspect some of the 14 U.S. missile sites, training facilities and industrial plants.
