Share

Norma A. Hicks, the city’s first woman mayor, said she would not seek reelection to the City Council in November.

Hicks, 40, said she wants to spend more time with her family.

Elected to the council in 1980, Hicks became Orange County’s first female, Latino mayor in 1982. She held that position for a year. Last year, the council again elected her as mayor. The registered Democrat, who ran for city office after battling a landfill and working for the development of a park, announced her retirement Tuesday at the City Council meeting.
