County supervisors will meet Tuesday morning to conclude a public hearing on the 1988-89 budget.

A preliminary $2.2-billion budget adopted by the board in June was a reported $35 million out of balance and was expected to force the dismissal of more than 400 employees. But county administrators said last week that the budget shortfall is actually about $20 million and recommended that county staff and programs be maintained at present levels.

The shortfall would be covered by a variety of unanticipated funds, including the sale of county property. The money is not yet in hand, and if it is not produced, layoffs and service cuts might still have to be made at midyear.
