The State Department, ignoring warnings from the United Nations that it is going broke, said the United States will not pay $44 million in overdue payments until the U.N. adopts management reforms. The United Nations warned Monday that it lacks the money to act as a peacekeeper in the Persian Gulf largely because the United States has not paid its dues. Congress provided $144 million for the United Nations last December. The Reagan Administration turned over $100 million, but the remaining $44 million is being withheld pending the requested reforms.
