Monrovia : Neighborhood Downzoned

After six months of discussions with city officials, homeowners in northeast Monrovia have won unanimous approval from the City Council to downzone their neighborhood.

The area bounded by Shamrock, Greystone, Mountain View, Mountain and Ocean View avenues is zoned RM-3,000, which allows one house per 3,000 square feet of lot area. The resolution adopted Tuesday will rezone the neighborhood to R-L, which will limit construction to one unit regardless of lot size.

In recommending the change to the council, Community Development Director Donald Hopper said residents wanted to preserve the existing single-family character of the area, where 80% of the 95 lots are under 8,000 square feet. The change would result in 17 nonconforming lots.

A moratorium on multifamily housing placed on the area in February will be lifted because of the ordinance.
