Soviet Foreign Minister Eduard A. Shevardnadze arrived in Afghanistan’s capital for a working visit, the official Tass news agency said. Shevardnadze’s visit, which was not announced before Tass said he had arrived in Kabul, came one day after he sharply criticized his Pakistani counterpart, Sahabzada Yaqub Khan, during a meeting in Moscow. The Soviet official accused Pakistan of “international terrorism” for its continued support of Afghan rebels. Meanwhile, state-run Radio Kabul said three people were killed and 18 were injured when a truck bomb exploded in a crowded bazaar in Kabul. The incident, which took place several hours before Shevardnadze’s arrival, was blamed on Muslim insurgents.
