Assembly

Floor Action:

Voter Registration: Passed and sent to the governor on a 47-17 vote a bill (AB 1203) by Assemblyman Pete Chacon (D-San Diego) to require the secretary of state to encourage grocers to voluntarily print messages on grocery bags urging customers to register to vote and to vote on election day.

Gangs: Passed and sent to the Senate on a 68-0 vote a bill (AB 3626) by Assemblyman Paul E. Zeltner (R-Lakewood) to set up a Los Angeles County pilot program allowing judges to order juveniles convicted of drug possession or unlawful street gang activity to visit the county jail, the morgue or state prison as a condition of probation. A parent or legal guardian would have to accompany the juvenile on the visit.

Lottery: Passed and returned to the Senate for concurrence in amendments on a 66-3 vote a bill (SB 106) by Sen. Ralph C. Dills (D-Gardena) to allow state lottery officials to pay a claim for a winning ticket if the ticket is lost and there is substantial proof that it was once held by the claimant.

State Dance: Rejected on a 24-35 vote a bill (SB 2460) by Sen. Quentin L. Kopp (I-San Francisco) to designate the West Coast swing dance, a jitterbug step popular in the 1940s, as the official state dance. Reconsideration was granted.

Committee Action:

Toxic Dumps: The Ways and Means Committee approved a bill (SB 2094) by Sen. Art Torres (D-Los Angeles) to place a $100-million bond issue to help clean up toxic dumps on the Nov. 8 general election ballot. A 14-5 vote sent the bill to the Assembly floor.

Language: The Ways and Means Committee approved a resolution (ACR 138) by Assemblyman Pete Chacon (D-San Diego) urging public schools to offer elementary school pupils instruction in languages of Pacific Rim countries such as Japan and China. A 12-7 vote sent the resolution to the Assembly floor.

Senate

Floor Action:

Earthquakes: Passed and returned to the Assembly for concurrence in amendments on a 27-4 vote a bill (AB 2711) by Assemblyman Dominic L. Cortese (D-San Jose) to authorize a $90,000 state study into last year’s Los Angeles earthquake and a report with recommendations to the Legislature.

Small Claims Court: Passed and returned to the Assembly for concurrence in amendments on a 36-0 vote a bill (AB 1913) by Assemblyman Elihu M. Harris (D-Oakland) to increase the current $1,500 small claims court action ceiling to $2,000 next year and $2,500 in 1991 with certain exceptions.

Hahn Park: Passed and sent to the governor on a 30-0 vote a bill (SB 643) by Sen. Diane Watson (D-Los Angeles) to rename the Baldwin Hills State Recreation Area the Kenneth Hahn Recreation Area in honor of the veteran Los Angeles County supervisor.

Prison: Passed and sent to the Assembly on a 28-3 vote a bill (SB 2894) by Sen. Marian Bergeson (R-Newport Beach) to authorize construction of a state prison in Imperial County.

Rape: Passed and returned to the Assembly for concurrence in amendments on a 36-0 vote a bill (AB 4208) by Assemblywoman Lucille Roybal-Allard (D-Los Angeles) to allow a rape victim in a court case to have up to two family members in the courtroom for support.

Fines: Tabled on a voice vote a bill (SB 2529) by Sen. Alfred E. Alquist (D-San Jose) to increase fines that can be levied by the Fair Political Practices Commission on politicians who violate state election laws. The tabling motion was made by Sen. John Doolittle (R-Rocklin), who was fined $3,000 by the FPPC in 1987.
