Egypt and Israel failed again to reach a settlement in their dispute over the tiny Sinai Peninsula beach of Taba. “There has been no breakthrough,” said Ahmed Maher, head of the Egyptian delegation, at the end of two days of talks between officials of Egypt, Israel and the United States. Israeli delegation leader Yossi Ben-Aharon said his government would consider ceding sovereignty to Cairo in return for special Israeli rights in the area, which Israel retained after returning the rest of the Sinai to Egypt in 1982. But Egypt is insisting on full sovereignty.
