A sharply divided House panel approved the $2.5-billion Act for Better Child Care Services, but like its Senate counterpart left some fundamental controversies unresolved as the bill headed to the floors of both chambers. The 19-14 vote in the Education and Labor Committee on the so-called ABC bill came during the third day of work on the measure. Rep. James M. Jeffords (R-Vt.) was the only Republican to vote in favor of the bill. Two Democrats, Pat Williams of Montana and Timothy J. Penny of Minnesota, voted no. As approved by the panel, the bill would authorize $2.5 billion next year to go to states, with 75% of it to be used to help low- and moderate-income families pay for child care.
