AMC Entertainment Inc.’s board has voted not to declare a regular common stock dividend in the second quarter, saying the funds should be used for the operational and capital requirements of the business . . . Ralphs Grocery Co. of Los Angeles announced the public offering of $400 million of 14% senior subordinated debentures due 2000. Proceeds will help repay a $900-million promissory note payable to Federated Department Stores and the accrued interest . . . Jepson Burns Corp. of Winston-Salem, N.C., said USAir has placed a $9-million order for airline seats, the largest order in its history . . . Montgomery, Ala.-based Blount Inc. announced an agreement to sell its Washington Steel subsidiary to Mercury Stainless Corp. for $290 million . . . Pratt & Whitney said it will cut 599 jobs at its Florida operations--some 9% of the salaried work force--as the firm strives to regain competitiveness . . . Some closed flour mills in Kansas, the nation’s leading wheat-milling state, will reopen because of the U.S. government’s plans to export 200,000 tons of wheat flour to Egypt by the end of the year, Gov. Mike Hayden said . . . China has been given approval to buy an additional 2 million metric tons of U.S. wheat at subsidized prices, the Agriculture Department reported. A metric ton is about 2,205 pounds and is equal to 36.7 bushels of wheat.
