The White House has halted cooperation with a congressional study of alleged drug trafficking by Panama’s ruler, Gen. Manuel A. Noriega, officials confirmed. Nancy R. Kingsbury, director of the study by the General Accounting Office, Congress’ investigative body, said the order not to cooperate came from Nicholas Rostow, special assistant to the President. Democratic presidential nominee Michael S. Dukakis accused the Administration of stonewalling “because they are embarrassed.” Administration officials said they need time to review the GAO’s information requests.
