Airlines called on European governments to build new runways and relax night flight restrictions to ease acute airport congestion. “We have identified 35 airports in Europe that are saturated, of which seven are critical. It is up to governments to do something about it,” said David Kyd, spokesman of the International Air Transport Assn., which represents 161 airlines. An IATA communique said six European airports had a critical shortage of runway capacity--West Germany’s Munich, Frankfurt and Duesseldorf, London’s Gatwick and Heathrow, and Italy’s Milan. A seventh, Rome’s Fiumicino, had a critical lack of terminal facilities.
