Ousted Philippine President Ferdinand E. Marcos asked a Manila court to order the government to give him travel documents so he can return home to defend himself against corruption charges. In a petition filed by his sister, Fortuna Barba, the exiled former ruler said he wants to take advantage of his constitutional rights to attend legal proceedings against himself. Marcos, who has lived in Hawaii since being overthrown in 1986, also asked Manila to intercede with Washington to allow him to return. The United States has barred him from leaving Hawaii. A special anti-corruption court, where the petition was filed, has said Marcos has a right to face his accusers at a pretrial hearing.
