Driver’s Licenses: Passed and returned to the Senate for concurrence in amendments on a 53-12 vote a bill (SB 1300) by Sen. William Campbell (R-Hacienda Heights) to authorize the courts to suspend the driver’s license of anyone under the age of 21 convicted of an alcohol- or drug-related offense.
AIDS: Passed and returned to the Senate for concurrence in amendments on a 64-0 vote a bill (SB 1002) by Sen. John Doolittle (R-Rocklin) to make it a felony offense to donate blood, semen, breast milk or body organs to another person if the donor knows that he or she is infected with the AIDS virus.
Vehicle Registration: Passed and sent to the governor on a 64-4 vote a bill (AB 4264) by Assemblyman William Duplissea (R-San Carlos) to increase some motor vehicle registration fees and set up a pilot program to allow credit cards to be used to pay some fees.
Automobile Insurance: Passed and returned to the Senate for concurrence in amendments on a 43-27 vote a bill (SB 1972) by Sen. Alan Robbins (D-Van Nuys) to require auto insurance companies to give discounts of at least 10% to customers who use public transportation instead of their cars to get to and from work.
Lawyers: Passed and returned to the Senate for concurrence in amendments on a 63-1 vote a bill (SB 1498) by Sen. Robert Presley (D-Riverside) to set up a State Bar court with judges instead of volunteer attorneys to hear disciplinary cases concerning lawyers.
Child Support: Defeated on a 31-37 vote a bill (SB 215) by Sen. Diane Watson (D-Los Angeles) to allow the court to order a parent to continue to pay child support until a child reaches the age of 21, especially if the child is seeking a college education. A notice of reconsideration was served.

Floor Action:
Travel Agents: Passed and sent to the governor on a 24-1 vote a bill (AB 3941) by Assemblyman Rusty Areias (D-Los Banos) to protect consumers against travel fraud by requiring travel agents to register with the state in order to do business in California.
Right to Die: Passed and sent to the governor on a 36-0 vote a bill (SB 1808) by Sen. Barry Keene (D-Benecia) to broaden the state law that allows patients to order doctors to withhold life-sustaining medical treatment if later they become terminally ill or comatose.
Contracts: Passed and returned to the Assembly for concurrence in amendments on a 34-2 vote a bill (AB 1592) by Assemblyman Richard Polanco (D-Los Angeles) to require Spanish-language translations when business contracts are negotiated primarily in Spanish.
Veterans: Passed and returned to the Assembly for concurrence in amendments on a 31-0 vote a bill (AB 200) by Assemblyman Steve Clute (D-Riverside) to appropriate $2.2 million for a site for a second state veterans home to be built in Southern California.
