Soviet troops have returned to the northern Afghan city of Kunduz after pulling out two weeks ago, Western diplomats in Islamabad, Pakistan, reported, noting that the pullout came as Moscow was meeting an Aug. 15 deadline for withdrawal of half its occupation troops. Afghan resistance fighters took the city after the Soviet forces withdrew but were forced to retreat after fierce artillery and high-altitude bombing. A senior diplomat said the Soviet action showed that the Afghan army was unable to hold territory on its own.
