Three Palestinians were killed today and at least nine were wounded in clashes with soldiers in the occupied territories a day after Prime Minister Yitzhak Shamir urged a relaxing of regulations against firing at Arab stone-throwers.

At least 249 Palestinians and three Israelis have died in anti-Israel violence since the 8-month-old Palestinian uprising began Dec. 9. Shamir said Tuesday that he supports proposals to allow Israelis to open fire on stone-throwers but no decision has been made on the proposal.
