Rules that spell out a new law forbidding new police officers and firefighters from smoking were published by the Massachusetts Department of Personnel Administration. The rules, which implement a Pension Reform Act signed by Gov. Michael S. Dukakis in January, apply to public safety officers hired after Jan. 1, 1988. Some appointed from civil service lists established from exams given before Jan. 1 will be exempted. The rules--which cover the smoking of tobacco or tobacco products on or off the job--take effect Oct. 6, or 30 days after publication.
