Attorneys for H. Ross Perot and the U.S. Postal Service have told a federal appeals court that Congress never intended postal contracts to be subject to government competitive bidding rules. But Perot’s former company, Electronic Data Systems Corp., which is challenging the attempt by Perot’s new firm, Perot Systems Corp., and the Postal Service to do business together, disputed the claim in arguments before a three-judge federal panel reviewing the case. Perot Systems Corp. won the contract without competitive bids or notice to other companies. Electronic Data Systems has been owned by General Motors Corp. since 1986.
