Chile said foreign observers will be allowed access to polling booths during next month’s presidential plebiscite as the opposition renewed charges of foul play by the military government. The announcement on observers came in a circular to military officers that also banned demonstrations and canvassing three days before the plebiscite. It also instructed the officers to act “energetically” in breaking up protests. Opposition leader Genaro Arriagada denounced as “illegal” and “immoral” the open intervention of army officers in the election campaign in support of President Augusto Pinochet, their commander in chief and the sole candidate.
