The Soviet Union will allow South Korean airliners to fly through its airspace for three weeks to cut travel time for European athletes taking part in the Olympic Games in Seoul, a South Korean spokesman said. Korean Air, the national airline, will be able to use Soviet airspace from Monday to Oct. 4, reducing flight times by as much as 4 1/2 hours. The Games run from Sept. 17 to Oct. 2. The Soviet Union and South Korea have no formal diplomatic relations. In 1983, a Soviet plane shot down a South Korean airliner over the Soviet island of Sakhalin, killing all 269 aboard.
