The Nuclear Regulatory Commission is expected to vote next week for a rules change that would remove what may be the final regulatory obstacle for a low-power license for the Seabrook, N.H., reactor, officials said. None of the commissioners objected to the plan at a staff briefing, and NRC Chairman Lando W. Zech Jr. said afterward that he likely would take the staff’s recommendation and support it. A tentative vote is scheduled for next Friday. The proposal would allow Seabrook to receive a license allowing it to run tests at 5% power capacity without having an emergency system in place to notify residents within 10 miles of the reactor of an accident.
