Carmen Ness has been named vice president of managed-care development, a new position at PacifiCare Health Systems. He will coordinate managed-care development activities and continue his efforts in government relations for all PacifiCare business units. Ness joined the Cypress-based health benefits company in 1983 and was one of the founders of Pacific Review Services, PacifiCare’s utilization review company.
