Pacific Energy Resources has named Joseph L. Flood president and chief executive. The company also said its headquarters had been relocated from Eugene, Ore., to Los Angeles. Flood replaces Thomas F. Bowers, who had served as president of the high-tech energy firm since its formation in September, 1987. Bowers resigned, citing extensive personal involvements in Oregon that would not allow him to relocate to Los Angeles. Flood was founder and president of J. F. Financial, an investment banking firm, and also president of BJI Securities, which raised funds for oil and gas limited partnerships.
