India announced a five-day cease-fire in Sri Lanka to allow Tamil rebels fighting for an independent homeland to surrender their arms and take part in local elections. Foreign Ministry spokesman Aftab Seth told reporters in New Delhi that the cease-fire is to begin at 7 a.m. today. The cease-fire comes five days after the merger of the two Tamil-dominated provinces and an announcement by the Colombo government that the election of a combined provincial council would be held soon. A date for the voting has yet to be announced.
