Quoting the Grand Jury
In an Aug. 11 article on the plight of Oxnard’s Zoe Christian Center, Times staff writer Denise Hamilton wrote, in part, “in 1986-87 the Ventura County Grand Jury also recommended against allowing the Zoe Center to remain on Rose Avenue permanently.”
The following are verbatim excerpts from the Ventura County 1986-87 Grand Jury final report:
“The Zoe Christian Center is a nonprofit organization. It performs a service for the city of Oxnard and the county of Ventura. As such the center deserves the support of the cities and the county. The zoning question can be easily solved. If the fertilizer plant has a hazardous materials problem, the answer is not to move the Zoe Center but to resolve the problem at the source.
“It is recommended that the zoning question be solved in the same manner that the city of Los Angeles used in an ordinance providing for discretionary review of shelters in the R3, M1, M2, and M3 zones. This will allow the Zoe Christian Center to remain in its present location.”
