Paroled Killer Held in Slaying in $27 Robbery

NEW YORK — A paroled killer addicted to crack cocaine has been charged with slaying a 24-year-old art student in a $27 robbery because she refused to give him her pocketbook, police said.
Frank DeChirico, 37, of Brooklyn was arrested Saturday night and charged him with the murder of Judith Ann Wrappe, a Little Rock, Ark., native who was a first-year graduate student at Pratt Institute. She had been in New York just a week when shot, police said.
