Orange County Superior Court Judge Francisco P. Briseno has refused to hear the case of an inmate who has filed several complaints about Orange County Jail conditions, including one requesting an order recognizing Latino prisoners’ rights to eat hot salsa and chili peppers. Thomas F. Maniscalco, a lawyer awaiting trial on triple murder charges, also has petitioned the court to stop deputies from shackling sick inmates to their beds in a hospital ward and to stop the disciplining of inmates who wear less than full jail uniforms in the jail dayroom. Briseno said the rule prohibiting salsa and peppers and the one requiring full uniforms “are not the type that can be classified as unduly unreasonable.” The judge also said Maniscalco “has no individual basis” to complain about shackling because he had not himself been shackled.
