Study on View Obstructions

The Rancho Palos Verdes City Council has directed its staff to study view obstructions caused by fences, walls and hedges as a preliminary step to amending the development code.

The council has also asked the staff to examine code requirements for the construction of free-standing walls in the city. Free-standing walls can now be built without a permit, Senior Planner Greg Fuz said. He said block walls built without reinforcing steel can become a hazard to the community because they eventually lean and can topple over. The city is trying to correct through nuisance abatement procedures several such leaning walls along Hawthorne Boulevard between Granvia Altamira and Verde Ridge Road.

Several citizens have recently suggested that the city oversee the construction of fences and walls to prevent unnecessary view obstruction.

Public hearings on the issues are expected to begin before the Planning Commission in November and before the council in December.
