About 15,000 Soviet law enforcement officers have been sent to Nagorno-Karabakh to prevent further ethnic violence there, a government official said. Vasily P. Ignatov, head of the Interior Ministry’s organizational and inspection directorate, spoke at a news briefing in Moscow to explain measures taken to quell the simmering unrest. Although he said the situation is returning to normal in Nagorno-Karabakh, an Armenin-dominated enclave in the Azerbaijan republic that has pressed for unification with the neighboring republic of Armenia, his comments indicate that Soviet officials still regard the situation as potentially explosive.
