Monetary leaders of 151 nations ended annual talks in West Berlin with a growing consensus that freer trade plus a new emphasis on defending the environment are needed in the race to alleviate world poverty. World Bank President Barber B. Conable Jr. summed up the themes of the meetings of the finance ministers and central bankers in the International Monetary Fund and World Bank, saying that Third World economies must expand to be able to grow out of the burden of their $1.2 trillion of debt and therefore need better access to world markets for their goods.
