Emigration of Soviet Jews totaled 2,295 in September, but only 108 of the migrants left for Israel, the rest seeking to settle elsewhere, the Intergovernmental Committee for Migration in Geneva said. It was the highest monthly total in eight years--175 less than the 2,470 Soviet Jews who left in April, 1980, a committee spokeswoman said. September arrivals at the committee’s reception camp in Vienna brought to 11,815 the number of Soviet Jews allowed to leave in the first nine months of this year. That nine-month total is already higher than any 12-month figure since 1980, when 21,470 people emigrated.
