About 300 AIDS protesters rallied outside the federal health headquarters building Monday in a warmup for a more intense demonstration planned today in which they will try to block entrances to the Food and Drug Administration headquarters in nearby Rockville, Md.

A small contingent of police watched as a series of speakers ridiculed the Reagan Administration for what they said was a criminally inadequate response to AIDS and castigated the news media as not paying enough attention to the disease.
