President Reagan intends to call Congress back to Washington for a special session later this year if he judges that Nicaragua’s Sandinista government is seeking to mop up what remains of the Contra forces, sources said. Reagan plans to announce his intent in a statement later this week, the sources said. If the President decides to act, he would ask Congress for quick action to release $16.5 million in military aid for the Contras now stockpiled in Honduran warehouses. The sources also said that such a move would be a strong signal to the leftist Sandinistas that “Reagan ain’t leaving town,” as one source put it, and will be watching developments in Nicaragua throughout the year.
