Health and Human Services Secretary Otis R. Bowen awarded the first federal funds for construction of health care facilities for AIDS patients. Almost $7 million was granted to 19 facilities in nine states to renovate or build facilities to provide long-term care or non-acute intermediate care for AIDS patients. Bowen said the grants are regarded as “seed money” for such projects, and added that facilities that receive the money must ensure “a reasonable volume” of services to patients unable to pay and that services must be made available to all people in a facility’s service area. Among the grant recipients were three California facilities: Barlow Hospital in Los Angeles, which received $300,000; Davies Medical Center in San Francisco, $605,858, and the San Francisco Department of Public Health, $355,952.
