The Shoreham nuclear power plant on Long Island, N.Y., should be granted a license to operate at 25% of power, the Nuclear Regulatory Commission staff recommended. The staff based its conclusion on a safety evaluation report by NRC aides that found “the risk and consequences of accidents are greatly reduced at 25% power as compared to full-power operation.” The recommendation now goes to a three-judge panel of the Atomic Safety and Licensing Board, an arm of the NRC. The reactor, which was completed in 1984, has a 5% testing license.
