The Justice Department recommended that Pacific Telesis Group be allowed ownership in International Digital Co., which hopes to build a fiber optic cable from Japan to the West Coast to provide a wide variety of telecommunications services, according to court papers. International Digital--a consortium of Japanese, English and American companies--intends to enter into the joint venture with Pacific Telcom Cable Inc., which is unrelated to Pacific Telesis. Plans call for the cable system to run between Honshu Island in Japan and Pacific City, Ore. Completion is scheduled by the end of 1990.
