Saudi Arabia and China, participants in a secret arms deal two years ago, have agreed to open trade offices in each other’s capitals. A Chinese Embassy statement said the two countries’ ambassadors to the United States--Saudi Arabian Prince Bandar ibn Sultan and Chinese envoy Han Xu--signed a memorandum of understanding in Washington to set up “commercial representative offices.” It was disclosed earlier this year that Saudi Arabia secretly purchased medium-range missiles from China in 1986.
